P-Noy mobilizes National Disaster Council
With typhoon Basyang expected to enter the Philippine area of responsibility (PAR) today, President Benigno S. Aquino III has called a meeting of the National Disaster Risk Reduction and Management Council (NDRRMC),(formerly NDCC) to ensure the administration’s preparedness for typhoons & other calamities.
During a Malacanang press briefing, Secretary Corazon (Dinky) Soliman of the Department of Social Welfare and Development (DSWD) reported that her agency is in charge of food and non-food relief packages in 66 of the 80 hazard-prone areas which had been identified and mapped by the Department of Environment and Natural Resources (DENR).
Soliman also disclosed the shape of the new disaster body as provided by a law Rep. Act 10121 or the Philippine Disaster Risk Reduction Act of 2010 -- enacted last May.
The new NDRRMC, or the National Council, will be the policy-making body on disaster concerns, similar to the NDCC.
The National Council will be composed of the Department of National Defense (DND) as Chair; the Department of Interior and Local Government (DILG) as Vice Chair for Disaster Preparedness; the Department of Social Welfare and Development (DSWD) as Vice Chair for Disaster Response; Department of Science and Technology (DOST) as Vice Chair for Disaster Prevention and Mitigation; and the National Economic and Development Authority (NEDA) Director General as Vice Chair for Disaster Rehabilitation and Recovery.
At the national level, the Council will have 14 quick response teams and 8 from the regions that can be mobilized during disasters and calamities, Soliman said.
The NDRRMC will have the mandate to tap the assistance and services of some 2,500 private volunteer groups from the DSWD Bayanihan pool in addition to the Philippine National Red Cross and other disaster response groups.
